General Information
Built in 1980, the Helen Miller Bailey library is located at 1301 Cesar Chavez Avenue in the ethnically diverse community of Monterey Park, CA 91754. The library serves a student body of 29,000, in addition to the college faculty and staff. The collection comprises approximately 100,000 books, 130+ magazine subscriptions, and nine electronic databases.
Library Services
Services include a photocopy center, rooms for group study, microfilm reader/printers, a periodicals reading area, and a textbook reserve collection. Audio-visual equipment and viewing facilities are available for instructional use.
Library Instruction
There are several ways to learn how to use the library\'s services and resources:
- Printed handouts, available self-service style near the entrance
- Orientations (usually scheduled in advance), conducted by a librarian and tailored to the specific needs of individual instructors
- Library Science 101, an 8-week, one credit course on library research. Topics include basic research methods using a library\'s print and electronic information resources, planning and drafting a research paper, formal requirements for citing sources, and academic integrity and copyright law

- Library Science 102, a one-credit library Internet research course. This is an introductory course on Internet research methodology. Students gain experience in navigating through the World Wide Web by using a variety of Web search tools

Library Theft Policy (Crime Against Property)
"A person employed by a library facility may detain a person for a reasonable time for the purpose of conducting an investigation in a reasonable manner whenever the person employed by a library facility has probable cause to believe the person to be detained is attempting to unlawfully remove or has unlawfully removed books or library materials from the premises of the library facility." (CALIFORNIA PENAL CODE SECTION 490.5 (f)(1))."
"IN ORDER TO PREVENT THE THEFT OF BOOKS AND LIBRARY MATERIALS, STATE LAW AUTHORIZES THE DETENTION FOR A REASONABLE PERIOD OF ANY PERSON USING THESE FACILITIES SUSPECTED OF COMMITTING "LIBRARY THEFT" (PENAL CODE SECTION 490.5)."

Circulation Policy
Borrowing Requirements:
Library materials to be checked out are available to enrolled students only. Student identification (ID) card with current semester sticker or validation attached to the back of the card, is required for borrowing.
Note: Materials may be checked out until 15 minutes prior to closing time.
Loan Periods
-Books: 2 weeks
-Overnight textbooks: due the following day (before 8:45 p.m.)
-Regular textbooks: room use only
-Magazines, pamphlets: 7 days
-Newspapers: room use only
-CDs & DVDs: 1 week
-Reference books: room use only
Maximum items allowed to be checked out: 10 items of each category. They can be renewed once.
Lost Items Replacement cost plus non-refundable processing fee.
Overdue Materials
-Books, magazines and pamphlets: 10 cents/day
-Textbooks/Reserves: $1.00/hour to a maximum of $250
-ITV: $1.00/day
-CDs & DVDs: $1.00/day
-Computers: $1.00/hour
Violation of "Room Use Only" policy: $1.00/hr. and possible suspension of library privileges.
Other Services
Photocopy machines: 10 cents/page
Microfilm reader/printer: 10 cents/page
Reciprocal Agreement
Agreement with California State University, Los Angeles
The Helen Miller Bailey Library has a reciprocal agreement with California State University, Los Angeles whereby E.L.A.C. students may use and check out library materials by showing a current E.L.A.C. student ID card, or a current registration-fee receipt.
